On February 22, 2022, Placer County adopted a new Short Term Rental Ordinance. Effective March 31, 2022 there is a cap of 3,900 total short rental permits (STR’s). As of November 4, 2022, 3,213 STR’s have been applied for, leaving 687 STR permits available.
The Ordinance was passed in an effort to preserve neighborhood character and to address nuisances such as noise, parking and the proper disposal of trash in in bear proof containers. In addition the ordinance seeks to enforce compliance with building and fire codes before an STR is issued. Maximum occupancy is 2 people per bedroom plus two additional people not to exceed 12 people excluding children under the age of 12.
An STR is defined as a residential dwelling with the purpose to provide lodging from 1 night to a maximum of 30 nights. Hotels, motels, timeshares, bed & breakfasts and condo-hotels are not subject to the ordinance. At North Lake Tahoe & other areas of Placer County’s Eastern Slope have a transient occupancy tax (TOT) OF 10%. In addition there is a Tourism Business Improvement District (TBID) fee of 1-2% depending on where the property is located.
A local contact for each STR is required for 24 hour availability. If a complaint is made, the contact person shall cure the violation within 1 hour or be subject to a fine starting at $1,500 for the first violation. Subsequent violations or if the violation is not cured in a timely manner will result in additional fines. A 2nd violation is $3,000 & a 3rd violation is $5,000 which are cumulative and the property STR permit is subject to forfeiture.
STR’s are valid for 1 year from the time they are issued and must be renewed every year. A property must be rented for a minimum of 30 days per year to maintain the STR. If a property changes ownership, the STR is revoked and the new owner must apply for a new STR.
The annual fee for an STR permit is $179. In addition the local fire department charges $158.13 for a fire inspection to ensure compliance for fire safety every 3 years.
